BACKGROUND AND PROFESSIONAL EXPERIENCE
After 16 years of service as an active judge, I took Senior Judge status in January 2020. Since then I have engaged in dispute resolution through the courts and privately. I have also continued to sit as a Senior Judge.
I serve as a mediator for the Court of Special Appeals mediation program. I am approved as a mediator for the Business and Technology Program.
My training as a mediator includes the 40 hour Civil Mediation Training Certificate, as well as training from the Baltimore Mediation Center, and continuing ADR education.
Judge, Circuit Court for Baltimore City, January 2004 to January 2020
From December 2013 until my retirement, I was the Administrative Judge, Eighth Judicial Circuit and Circuit Court for Baltimore City.
From 2004 to 2013, I was an Associate Judge, Circuit Court for Baltimore City. I was the Judge in Charge of Alternative Dispute Resolution from 2004 until 2009, and the Judge in Charge of the Civil Division from 2009 to 2013. From 2009 to 2020, I was a judge in the Business and Technology Program. I also sat with the Court of Special Appeals by designation on several occasions.
Member, Maryland Judicial Council, 2017-2019, Member, Conference of Circuit Judges, 2013-2020, Chair, Civil Law and Procedure Committee, Maryland Judicial Conference, 2005 – 2008;
Member, Court of Appeals Standing Committee on Rules of Practice and Procedure, 2009 - 2015.
Private Practice, 1974 to 2004
I engaged in general practice of law with emphasis on civil and criminal litigation, trials and appeals in federal and state courts. While in private practice, I engaged in a broad variety of disputes, including medical malpractice and other personal injury cases, workers compensation, maritime cases, employment disputes, civil rights litigation, estate litigation, business disputes, and marital cases.

Adjunct faculty, University of Maryland School of Law, 2009-2014. Participant in numerous Judicial College programs and Bar Association and other CLE activities. Contributor to publications including ABA publications, MSBA Gordon on Foreclosures Revision, and MSBA Practical Approaches to Guardianships.

Member, MSBA Civil Jury Pattern Instruction Committee, 2012-present.
President, Maryland Chapter, Federal Bar Association, 1992-93.
